In WWII we didn't worry too much about Japan's and Germany's civilian populations. In fact we raided Tokyo and intentionally fire bombed the city and killed more civilians than with either of the two atomics and maybe more than both combined. Tokyo was basically a shanty town and when large parts of it were set on fire it created huge fire storms that couldn't be put out. The idea was to create so much fire that they could not put any fires out in the military targets. The British fire bombed Dresdon (I think that was the town) with the intent of killing civilians. This was in retaliation to a German raid that targeted civilians. <br>
